KILLEEN, Texas — The Killeen City Council on Tuesday declined to approve a planned-unit development (PUD) that would have rezoned about 22.91 acres at 5011 Cunningham Road for build-to-rent townhomes and single-family units after an extended public hearing and debate.
Staff recommended approval, arguing the PUD would add housing diversity and include open space, walking trails and perimeter screening. Planning staff noted the proposal offered a pattern of development that could provide “missing middle” housing within the city’s future land-use guidance. The Planning and Zoning Commission, however, recommended disapproval earlier in the year.
