Morgantown council approves leases for two flight schools at municipal airport

MORGANTOWN, W.Va. — On May 20 the Morgantown City Council approved first readings of two ordinances authorizing commercial operating agreements and leases for flight training operations at the municipal airport.

Damien Davis, acting city manager, told council the first lease is a three-year agreement with Love's Flying Flight Training LLC that covers both terminal and hangar space for a new flight school tenant. He said the second item was a 12-year renewal with the existing tenant, RSA Flight School, which operates flight training and aircraft maintenance and is shifting more toward maintenance services.

Councilors asked how the leases would allocate hangar and terminal space; Davis said the two operators will occupy separate hangars and separate terminal spaces. He described Love’s as a new competitor to the existing school and said RSA’s longer lease reflected its investment in maintenance services.

Both first readings were approved without recorded opposition. Councilors praised the airport’s ability to support training and maintenance opportunities and noted that diverse service offerings — flight instruction and aircraft maintenance — can coexist at the field.

The council did not provide detailed lease financial terms at the meeting; Davis said staff would supply further information on space locations and lease durations as needed before final readings.
