Board approves new dean role, several position conversions and hires as district reorganizes for middle-school redesign

The San Felipe-Del Rio CISD Board of Trustees on Monday approved multiple human-resources actions to support a districtwide middle-school redesign and other operations, including a new Dean of Instruction position, conversions of excess positions, updated job descriptions and compensation changes, and the appointment of several new staff members.
Administration proposed a new Dean of Instruction for Del Rio Middle School as the district moves to a three-middle-school model. Officials said the model calls for each middle school to have one assistant principal and one dean of instruction; the change will reassign the current dean at Del Rio Middle School to Garfield Elementary and require hiring an additional dean so each school will have a dean of instruction.
The board also approved converting an excess position to a textbook safety worker who will assist the textbook department with inventories, campus safety audits and training; and converting an excess position to an elementary librarian, which administration said will be filled internally by returning a teacher who previously served as a librarian.
Trustees approved updated job descriptions and evaluation forms for a transportation coordinator and a CTE assistant principal, and they approved updates to the 2024–25 district compensation plan to add a CTE assistant principal pay line and to reinstate or add several summer-school rate categories (educational diagnostician, speech-language pathologist, speech-language pathologist assistant and a tutor category).
In personnel actions reported after closed session, the board approved several hires and new positions: Alyssa Price (assistant athletic trainer), Amanda Fleenor and Katie Mellett (music teachers, assistant band directors), Gabriela Torrescano (CTE education and training teacher), Carlos Barrera (Chief Compliance and Accountability Officer), Edith Oka (21st Century Community Learning Center director) and Anna Hawkinson Torres (21st Century site coordinator at San Felipe Memorial Middle School). Each recommendation was presented by administration and recorded in the minutes as approved by motion.
Board members asked clarifying procedural questions about conversions and whether exisiting staff would be returned to librarian roles; administration said one librarian currently assigned to the classroom will be returned to the library and the position will be posted internally. Several motions were made and recorded as carrying unanimously.
