Twinsburg board adopts resolution opposing key provisions of Ohio House Bill 96

The Twinsburg City School District Board of Education unanimously approved a resolution opposing certain provisions of Ohio House Bill 96 at its regular meeting, saying the bill would undercut the Fair School Funding Plan and local financial control.
The board’s resolution instructs the treasurer to send copies of the resolution to state leaders and urges the Ohio Senate and governor to fully fund and phase in the Fair School Funding Plan using updated cost inputs. The resolution passed on a 5-0 vote after a motion by Ms. Davis, seconded by Ms. Travis.
The resolution cites Article VI, Section 2 of the Ohio Constitution and Ohio Supreme Court rulings as the basis for the state’s obligation to provide a “thorough and efficient” system of public schools. It says the version of HB 96 under consideration would “replace the formula with a flat funding guarantee,” introduce a statewide cap on district carryover balances, and expand voucher and other programs in ways the board says risk destabilizing district budgets and shifting costs to local taxpayers.
Rhonda Crawford, president of the Twinsburg Board of Education, urged residents to contact state lawmakers. “I respectfully request everyone. Please reach out to our state legislator and provide opinions about 96,” Crawford said during the meeting as the board discussed the resolution and earlier advocacy steps the district had taken.
Board member Ms. Egan also encouraged public attention. “I urge our residents to just pay attention to what’s going on at the state level with funding,” she said during debate, asking listeners to contact legislators and stay informed.
The motion to adopt the resolution was moved by Ms. Davis and seconded by Ms. Travis. The roll call vote recorded Ms. Hamilton, Ms. Egan, Ms. Travis, Ms. Davis and Ms. Crawford voting yes; the resolution passed 5-0.
The resolution directs the treasurer to distribute copies to Sen. Christina Roegner, the president of the Ohio Senate, the governor, members of the Ohio General Assembly and other stakeholders.
