The commissioner's court approved receipt of a job order contract (NCCP‑014) awarding LMC Corporation the concession renovation at the Bob Hall Pier for $644,533.92 and later, after executive session, approved a negotiated amendment to the county's engineering agreement for the Bob Hall Pier/restaurant project.
Coastal Parks staff said the concession renovation contract was competitively procured under the county’s job order contracting program and that LMC is an awarded vendor under that program. The county's architect had reviewed the bid and recommended acceptance. The court voted to approve the contract and directed staff to proceed with design coordination and later an RFP for a concessionaire.
During executive session the court considered supplemental agreement number 2 with Jacobs Engineering concerning additional scope, cost and an extended termination date for the Bob Hall Pier rebuild. After returning to open session commissioners amended the proposed supplemental to a full‑and‑final payment amount of $75,000 and extended the termination date; the court also authorized the county attorney to finalize and sign that amendment without further court action, subject to legal review. The court recorded the vote to approve the amendment.
County staff said interior concession space (built in 1983) will be renovated and that a temporary concession setup is currently in place to preserve pier revenue during construction. The court asked for floor plans and renderings to be circulated to commissioners and agreed to solicit concession proposals once renovations are complete.
