Nueces County OKs two Packery Channel Nature Park grants: shoreline enhancement and habitat/public access projects approved for bidding

Nueces County commissioners on May 21 approved two separate but related coastal projects at the Packery Channel Nature Park, authorizing the funding sources, procurement methods and purchase‑agent notice for public bidding.
County staff described the first project as a living shoreline enhancement funded by a Texas General Land Office (GLO) grant of roughly $3.6 million; the package includes breakwater-style livingshore components and a small public fishing pier constructed above the living-shoreline material so public fishing access is preserved. The county said it secured an individual federal permit from the U.S. Army Corps of Engineers in seven months for that work, an unusually fast timeline.
The second project is an upland habitat creation and public access project funded by a separate grant, which staff said will add approximately 3,800 linear feet of boardwalk, covered kiosks and bump‑outs and create an additional roughly 2.5 acres of managed bird habitat. Both projects were described as county-owned work on county property (Packery Channel Nature Park) and were approved by the Coastal Parks board before coming to the court.
Officials said the living shoreline work will temporarily restrict access during construction and committed to public communications and signage to minimize disruption. Commissioners asked staff to prepare renderings and public‑facing materials to explain where work will occur and to describe temporary access restrictions.
The court authorized the projects to go out for bids and directed the purchasing agent to publish notices as requested in the agenda; staff expects construction to occur in 2026 after permits, bidding and contractor selection are complete.
