County staff reported the Road District 4 account balance and said the district receives roughly $100,000 per year in lease revenue tied to former property holdings. The court heard that engineering and design work are complete and the requested allocation would fund construction when federal/state approvals are obtained.
Public discussion among commissioners addressed whether the city should share costs because the improvements are tied to public-safety access and ADA compliance. County staff noted that parts of the park were specifically excluded from past annexation documents and that the parking lot is county property, and they said Coastal Parks had no capital reserves to take on the work.
The court approved a motion to allocate $1,063,917.19 from Road District 4 for construction of the road and parking lot, conditioned on final GLO approval. County staff said the funds include earlier design expenditures and represent a second phase of a multi‑stage project. Commissioners recorded the vote; the clerk reported four votes in favor and one abstention.
The project manager said the work is “ready to go” and is engineered and sealed; the county will coordinate permits including dune-protection and any required debris-monitoring agreements. The funding action will allow the county to proceed to construction once the GLO grants final approval.
