Urban Enterprise Association approves claims, financials and greenlights local projects; votes to fund parade grant

La Porte City — The Urban Enterprise Association on May 20 approved its April minutes, a revised claim docket that included a $15,000 invoice for materials to repair wrought-iron fencing on monument signs at Truesdale by Fox Park, and its monthly financial statements.
Board members said the Parks Department invoice was added to the docket after staff learned of the bill. A motion to approve the claim docket passed by voice vote. The board also approved a $500 community enhancement grant for the “Qantas Fort July” parade and authorized the second half payment of the UEA’s Farm & Forge sponsorship, which the board said is part of a $15,000-per-year contract.
In old-business updates, staff reported that Barr Holdings has closed financing but the UEA’s mortgage remains unrecorded because the lender must record its mortgage first; the UEA has made the first installment payment on its grant and will make one additional payment at project completion.
Members discussed digitizing UEA records. Two vendors submitted quotes; staff and board members said they will keep hard copies of historic legal documents and tax returns but digitize other records. Following advice attributed to Roscoe Hoffman, the board agreed not to store the UEA’s records on the city server because the city server belongs to the city; UEA staff said they will arrange separate storage and provide the city a backup access method.
Board members also provided updates on Lincoln Walk and a streetscape bump-out. Staff said a vendor will paint a demonstration bump-out at State Street and Detroit and that the project is awaiting a permit; Pro Drive reportedly has paint on hand to complete the work once approval is final. Park staff said a sculpture chosen through a local arts program will be installed in Fox Park under a two-year lease; staff said a foundation will be poured at the planned site.
The UEA also discussed operational items: scheduling orientation for new board member Bridal Gertner, preparing a recognition plaque for outgoing member Tracy Connors, and converting the UEA logo into a digital file for use in outreach materials. Staff said they would contact vendors recommended by board members for the logo work.
The board gave staff direction on follow-up actions: to complete mortgage recording when the bank’s recording is posted, proceed with vendor selection for digitizing records while retaining legal and historic originals, coordinate with city staff on off-server storage with city access, and confirm final permitting for Lincoln Walk’s bump-out.
