La Porte City — The Urban Enterprise Association approved a consultant contract May 20 with Brian Shook to calculate enterprise zone (EZ2) deduction amounts for 2024–25, prepare participation-fee calculations and produce documents for qualified businesses.
The contract runs May 1 through Dec. 31 and is not to exceed $8,000, at an hourly rate of $150, board members said. Board members said Shook has performed work for the UEA previously and will perform fact-checking for EZ2 filings that, as the meeting transcript states, are filed with the “Otter’s office.”
Board members contrasted the proposed agreement with last year’s consultant, Dan Bodich, whose scope included more direct mailings and packet distribution. The current contract focuses on calculation and verification; UEA staff will handle distribution tasks. A motion to approve the contract passed by voice vote.
Board members said the consultant’s verification work helps the UEA ensure deduction amounts and participation fees are accurate before materials go to qualified businesses. The board did not approve additional mailings or outreach work as part of this contract.
