Board creates Special Education Committee to oversee department concerns

The Board of Education voted May 20 to establish a Special Education Committee to oversee and monitor the operations of the district’s special education department and to examine existing board policies within the board’s legal authority.

Board member Mr. Feder moved the measure; the motion read in public was: “Motion to establish a special education committee of the board to address issues related to special education services within the purview and legal authority of the Board of Education, including examination of existing board policies.” The motion passed after a voice vote; the transcript records the motion carried but does not provide a roll-call tally.

Board members discussed the committee’s intended charge in public before the motion: to provide oversight and to serve as a conduit for parent concerns while respecting legal limits. Board attorney Douglas Gerhardt advised the board that the committee must be given a clear charge and that attorneys would guide members on what fell within legal and operational boundaries. As Gerhardt put it, “there needs to be a charge,” and the attorney’s office would “guide…as to what can or cannot be addressed.”

Board members agreed to finalize committee membership, meeting frequency and the precise scope after the vote; the clerk will solicit volunteer board members to serve. President Rose said the committee’s schedule and scope would “follow along with the other committees” and that details would be set after formation.

The board emphasized the committee would not supplant individual student confidentiality protections or take action on individual cases beyond the board’s authority.
