Tooele City Council on May 21 approved a lease‑purchase agreement with Zions Bank for a Ford F‑550 camera van equipped for sewer and storm‑drain video inspection. Public Works Director Jamie Grandpre said the city’s existing camera van (a 2005 Ford E‑450) has recurring mechanical problems and wear; the new vehicle’s purchase price is $383,903.18. The council approved the measure 5‑0.
Grandpre said the city evaluated a lease‑purchase because financing the full $383,903.18 upfront would be difficult; staff budgeted the initial payment and proposed a five‑year lease after which the city will own the vehicle. He described the new vehicle as state‑contract procurement through Dawson and said using the state contract saves about $11,734.12 compared with other pricing.
Council members asked about frequency of use; Grandpre said the camera van is used frequently in the summer for sewer inspections and is sometimes idle in winter. The new equipment will also be configured for storm‑drain inspection, an expanded capability the current van lacks.
Councilman McCall moved to approve the lease‑purchase; Councilwoman Manzion seconded. Roll call votes were Manzion — aye; Goetz — aye; Hansen — aye; McCall — aye; Bridal — aye. The motion passed 5‑0.
Staff said they will authorize the vendor to build and outfit the vehicle as soon as the council’s approval is final and noted pricing increases effective July 1 as a reason to proceed promptly.
