Parks Director Darwin Cook told the council the work is needed because the park’s irrigation plan cannot be serviced in a timely way by the two existing connections; the council approved the change order by a 5‑0 vote.
Cook said the park includes a drainage feature (Devil’s Ditch) that sits within FEMA floodplain and is monitored by the U.S. Army Corps of Engineers; obtaining Corps permission to alter that drainage to access irrigation would likely take years, so staff and the project engineer recommended adding a third culinary‑water connection. Cook said the contractor has completed grading and irrigation preparation and that the change order also covers RPZ backflow devices tied to the park’s phase‑three connection.
During the council discussion, members asked for the exact amount. Staff and the chair read the corrected figure into the record as $110,285.36 for change order No. 3. The contract and change order were presented as consistent with other recent 4‑inch connection costs in the $109,000–$110,000 range.
Councilwoman Goetz moved to approve the change order; Councilman Hansen seconded. The roll call vote was Manzion — aye; Goetz — aye; Hansen — aye; McCall — aye; Bridal — aye. The motion passed 5‑0.
Cook also reported that other park elements — including a delivered ninja course, upcoming tree plantings and electrical and surfacing work — are scheduled over the next weeks as the contractor completes phase three.
