Williamsport panel to consider $20,000 engineering contract for six CDBG-funded street paving projects

The Williamsport Public Works Committee discussed a resolution to consider hiring engineering services for a Community Development Block Grant (CDBG) paving program that would cover six city streets.
Bill Scott, the city’s engineer, told the committee, “So this resolution is, for for consideration of professional engineering services for our CDBG community development block grant, funding for paving of 6 city streets. Those streets are Center Street, Memorial Avenue, Elmira Street, Third Street, Poplar Street, and Fourth Street. The proposal, if you had a chance to look at it, consists of 2 tasks.”
The proposal presented by staff breaks the work into two tasks: project design, specifications and bidding for $15,000, and construction supervision for $5,000, for a $20,000 total lump-sum fee. Scott said the firm submitting the low fee was Living Civil and that six proposals were received. Councilman Vince Polizzi noted the large spread among bid figures and said, “It's pretty crazy,” when discussing the delta between low and high bids.
Committee members praised Living Civil’s past work in the city and said they had not received complaints about the firm’s performance. No formal vote was taken at the committee meeting; staff said the resolution will appear before the full council on Thursday for consideration.
The resolution would authorize city staff to move forward with the engineering contract if council approves it. The committee did not give additional direction at the meeting beyond forwarding the item to Thursday’s council agenda.
