The Cleveland Public Safety Committee approved ordinance 566-2025 to authorize the Civil Service Commission to issue an RFP and hire professional consultants to develop, administer and grade promotional examinations for Cleveland police and fire departments.
Lila Abrams Fitzpatrick, administrative manager for the Civil Service Commission, told the committee the RFP covers competitive promotional exams for the Division of Police (sergeant, lieutenant and captain) and for the Division of Fire (lieutenant, captain, battalion chief and assistant chiefs). Fitzpatrick said the $400,000 certificate of funds will pay an outside professional testing company to create and administer the exams for both departments.
Fitzpatrick told the committee the commission expects the exams to take place “towards the beginning of 2026.” Committee members asked whether Emergency Medical Services were involved; Fitzpatrick said the RFP covers only police and fire promotions. The committee approved the ordinance “without objection.”
Action: Ordinance 566-2025 approved by committee; RFP authorization and funding certificate established. The Civil Service Commission is authorized to proceed with procurement for testing consultants; the commission will provide scheduling and procurement updates to the committee as they become available.
