The Laramie City Council on May 19 approved a one-time $300,000 appropriation from the general fund to create a small landlord improvement program and asked staff to return in a series of work sessions to draft program guidelines.
Councilor Newman introduced the item and said the program will be developed over “about three different work sessions” so staff and council can shape eligibility, enforcement and delivery. Newman said the initial appropriation was intended to seed a program without immediately adding new staff; he said staffing needs would be reassessed once the program rules are drafted.
Council discussion touched on program precedent and scale. Councilor Vigil asked how the $300,000 figure was chosen; Newman said he selected a figure comparable to collections under the city’s existing landlord-registration program over a recent multi-year period. Councilor Lockhart said the fund could help landlords cover code-related improvements and thereby reduce enforcement complaints.
Motion to appropriate $300,000 for a small landlord improvement program passed 7–0 with two members absent. The motion was made by Councilor Newman and seconded by Councilor Lockhart. Staff said unused funds would be carried forward into subsequent fiscal years if not expended.
Ending: Staff will bring at least three work sessions to council to refine program rules, application procedures and any staffing or enforcement needs before program implementation.
