The Laramie City Council on May 20, 2025, awarded the construction contract for Ivinson Infrastructure Upgrades Phase 1 to Simon Contractors of Laramie for $1,074,464.50, with a 10% contingency of $107,535.50, and authorized the mayor and city clerk to sign the contract. The council also approved Amendment No. 6 to the professional engineering services agreement with Tri Hydro Corporation for construction management and contract administration services in the amount of $156,896 with a contingency of $16,104.
"This is a continuation of the C-line project," Mr. Jackson, a city staff member, said, describing the Phase 1 work as replacement and upgrading of a sewer line along Ivinson Avenue from Sixth Street to approximately Ninth Street. Jackson said the work will include milling and overlay of the roadway surface and upgrades to ADA ramps. Councilors were told the next phase will cover Ninth to Fifteenth Street.
Council members asked whether the project would correct grades at the dip between Knight and Hoyt halls that can impede winter traction; Jackson said staff and consultants are working to improve grades without performing full reconstruction. Councilor Shumway asked about past liquidated-damage penalties for Simon Contractors on the East Side tank project; Jackson said Simon is currently incurring liquidated damages on that project and that staff are deducting those amounts through pay applications, and that Simon had assured staff it had made operational changes.
Lockhart moved to award the bid and authorize contract signatures; Newman seconded. There was no public comment on the item. Miss Beatty recorded the roll call as 8 yeses, 0 noes, and 1 absent; the motion passed. The Tri Hydro amendment clarifies that the engineering firm will provide day-to-day field monitoring, review submittals and change orders, maintain construction documentation, and assist with as-built drawings and project closeout. That amendment also passed on roll call, 8-0.
Staff noted the project is intended to consolidate multiple older sewer lines in the corridor and anticipated keeping some curb and gutter where feasible, though some removal will be necessary to tie utilities. The city expects a future phase to address more extensive utility replacements and street reconstruction from Ninth to Fifteenth Street.
