Ryan Proctor of Dills & Roy, representing Steven Seney, told the Gardner Zoning Board on May 20 that a proposal for 0 Emerald Street would subdivide the parcel into two conforming lots and build one three‑unit structure on each lot for a total of six units.
Proctor said revised site plans have been submitted to the planning board and to the city engineer. The project includes individual municipal water and sewer connections, restoration of a deteriorated public sidewalk along Emerald Street, roof and yard drains routed to a subsurface infiltration structure in the rear of the site, and on‑site snow storage areas.
Proctor walked the board through the zoning special‑permit criteria and argued the project is compatible with the GR‑3 residential district, provides required off‑street parking (a garage space per unit plus driveway parking), and includes stormwater controls the engineer says will reduce off‑site runoff. He said the site slopes sharply to the rear and that ledge limits backyard use without heavy equipment.
Board members asked for more detail on sidewalk replacement, snow storage, lighting, and the topography and contours that affect driveway grades. The board scheduled a site visit for May 30 at 9:30 a.m. and continued the application to the June meeting to allow members to view building locations, driveway locations and proposed grading. The applicant said he will mark building corners for the visit.
Discussion vs. decision: the board did not vote on the special permit. It requested additional on‑site inspection and written responses from the planning and engineering departments as part of the record before any final determination.
Next steps: the applicant will continue site plan review with the planning board, submit any requested revisions from the city engineer, and present the marked site for the ZBA's May 30 visit. The ZBA's vote will occur after the board receives the engineer's review and has had the site walk.
