On septic and public‑health issues, Mr. Ferguson said the applicant had an onsite soil consultant inspect the system and that a Health Department construction/operational permit was expected before the public hearing. The applicant told commissioners the soil evaluator had visited but had not completed paperwork because of a personal absence; she said she expected the paperwork would be submitted soon and that the evaluator "said he can start it next week and it should be done within 30 days."
Commissioners questioned missing pages in the planning packet; one commissioner noted several blank pages and a missing second page in a March letter, and staff recommended checking the county agenda center version of the packet. The applicant answered operational questions: the lower level of the house is "861 square feet," she said, and the couple stated they planned to obtain Virginia Department of Education licensing before opening and to secure specific daycare insurance.
Staff told the commission that because this is a special‑use permit, the commission "could choose to recommend to approve a permit once those items are satisfied," meaning VDOT sight‑line documentation and the Health Department paperwork. No vote or formal action was taken at the workshop; the application will return for a joint public hearing.
