Fall River licensing board hears sustained noise complaints about Iced Out Pub; asks licensee to present mitigation plan

Summary
The Fall River Licensing Board reviewed recurring late-night noise complaints about Iced Out Pub and asked the licensee to document steps it will take to reduce music volume and late-night loitering; no enforcement action was taken at the meeting.
The Fall River Licensing Board reviewed multiple recent noise complaints about Iced Out Pub at 16 East Main Street and asked the licensee to submit a written mitigation plan to the clerk.
Board members said police reports show most complaints arrive in the late-night hours and that officers sometimes find loud congregations in the pub’s parking area after music has ended. Licensing staff read an unsigned neighbor email saying tenants had left adjacent buildings because of loud weekend noise.
Crystal DeRosa, who appeared for the establishment and gave a local address for the record, acknowledged the calls and described measures already tried inside the building. Police presence and business checks near closing times have occurred, staff said; Detective Moniz of the Fall River Police Department was asked to summarize recent responses to calls.
Board members urged the licensee to adopt specific, documentable steps to limit off-premises noise. Suggested measures included an earlier last call and music cutoff, clearer door-control procedures, use of security staff to disperse patrons from the parking lot, lights-on signals before closing, and a written policy restricting late entry. The board asked the licensee to email those steps to Carrie in the mayor’s office so the board will have a record of the changes.
The board did not impose a penalty or suspension at the hearing. Members said they want to see steps taken and documentation before considering further action. The item was received and placed on file pending the licensee’s report to the clerk.
