The Elyria Utilities, Environment and Safety Committee on May 21 approved a 2025 residential street resurfacing ordinance and forwarded it for council action, authorizing the mayor to advertise for bids and enter a contract and adding an emergency clause because of seasonal construction timelines.
The committee — including Councilwoman Davis and several ward members — finalized ward-by-ward street lists, set alternates where budgets exceeded ward caps and discussed funding and technical details before the committee report was read and a motion to advance the ordinance was moved and seconded. "This is an ordinance authorizing the mayor to advertise for bids and enter into a contract for the 2025 street resurfacing program and to include the attached list of streets after final updates, emergency clauses requested due to seasonal construction time constraints," the chair read before the motion. The motion was moved by Mister Aswel and seconded by Mister Armstrong; the committee voted in favor and the motion carried.
Members discussed funding, alternates and cost estimates. Councilwoman Davis asked whether she could borrow $20,000 from next year's allotment to finish a requested street; the committee and staff indicated borrowing was not approved at the meeting and she made the street an alternate. John Schneider and other staff noted many cost estimates "have been done from a computer and not from in the field yet," meaning exact amounts may change after on-site measurement. Town engineers said asphalt overlay estimates are typically closer than concrete repair estimates; concrete repair totals will be refined after field checks.
Committee members also confirmed plans for Baldwin to be repaved in asphalt as part of the asphalt-first phase, rather than replaced in concrete. Members thanked Elyria voters for approving Issue 5, the local levy, as a key funding source for the program and noted the limits of the levy against citywide needs.
With the ordinance advanced, the next steps are for the mayor to advertise for bids and for the administration to finalize quantities and field-verified cost estimates before contracts are executed.
