City staff presented materials for final plat approval of the Lake Deere Townhomes subdivision, a 51.7‑acre residential development proposing 304 building lots and 10 common lots.
Staff said internal roads will be dedicated to Winter Haven City and that water and sewer lines will be maintained by the city; wastewater will be treated at Wastewater Treatment Plant 3. Stormwater and on‑site drainage responsibilities will belong to the homeowners association (HOA), and the developer has posted a performance bond just shy of $2,000,000 to cover unfinished infrastructure work including earthwork, sanitary sewer, potable water, stormwater, paving and required engineering certifications.
The subdivision is planned under the multifamily residential low density R‑3 zoning district. Staff said the county roadway it will tie to (30 Fifth Street) has sufficient capacity for the development. Using a taxable value assumption of $245,000 per lot and the current millage rate of 6.59, staff estimated about $490,000 in annual ad valorem revenue from the development, with additional utility and related tax revenues to follow.
