City seeks extension on DEP state revolving fund loan for reclaimed water project to Nov. 15, 2025

City staff told the commission the city is before them to approve Amendment No. 3 to a Florida Department of Environmental Protection (DEP) State Revolving Fund loan for a reclaimed water main, force main replacement and fiber optic extension project, extending the loan completion deadline to Nov. 15, 2025.
The original DEP SRF loan was for $11,500,000 and was amended in 2021 to $22,400,000 to include the Harmony Lift Station work. Staff said the current amendment primarily extends the time frame to allow for delays due to acquisition of materials. "This amendment number 3, and that takes us to November fifteenth of 2025," City staff member Mr. Smith said. He told the commission there is no cost change with this time extension.
In response to a commissioner question about when the project will come online, Smith and another staff speaker indicated the system should come online in late June or early July 2025. "It's late June," one staff speaker said; another clarified "Late late June, early July." Smith said the November date is a conservative completion deadline and that staff expects to meet it.
The presentation noted the project runs from the master lift station at Chain O Lakes to Plant 3 and includes the Harmony Lift Station in the Harmony subdivision. The amendment extends the loan term; it does not change the loan amount, Smith said.
Why this matters: The SRF loan supports substantial utility infrastructure — reclaimed water mains and force main replacements — that affect sewer/wastewater operations and capital planning. The amendment lengthens the time to complete work because of supply delays but keeps the previously approved financing intact.
