Developer seeks $100,000 in CDBG funds for 30‑unit affordable senior housing near Gateway Crossing

A private affordable‑housing developer asked the Nampa City Council for $100,000 in CDBG assistance to help bridge a financing gap on a prospective 30‑unit senior housing project adjacent to Gateway Crossing.
Erin Anderson of The Housing Company described the project as a 30‑unit development with one‑ and two‑bedroom units, community space, laundry and on‑site management. “We're looking at 30 units, with community space, library, laundry facility and on‑site management,” Anderson said. She said the total project cost is roughly $11.3 million and the requested $100,000 would help close an estimated $500,000 financing gap.
Anderson said the proposal would target households at or below 60% of area median income (AMI). “The income limits for the development would be the 60% of the area median income. And, to give you an idea of what that means for one person, that's $44,940,” she said. The project would reserve a small number of units — three, Anderson said — as permanent supportive housing for people exiting homelessness; she estimated about $200,000 in rental assistance over the project life would be required to support those units.
The site, she said, is roughly 1.5 acres at First Avenue North and North Gateway, next to the existing Gateway Crossing affordable development; the parcel is zoned HDR and had previously been slated for multifamily housing. Anderson asked the council to consider the request and have the application included in the June 2 packet so council could vote with the rest of the annual action plan allocations.
Council directed staff to include the full application packet for council review and to place the proposed non‑public‑service project allocations on the June 2 agenda along with public‑service awards. Staff noted the project’s ability to proceed would depend on securing additional financing and rental assistance sources.
Next steps: staff will include The Housing Company’s full project packet in the council packet for the June 2 meeting and bring the CDBG action plan — including non‑public‑service project recommendations — to council for a formal vote.
