Planning commission approves site plan contingent on combining two parcels near chiropractic clinic

The Portage City Planning Commission approved a site plan for a development adjacent to a chiropractic clinic on a motion conditioned on a certified survey map (CSM) that combines two parcels, commissioners said.

Commissioners said the applicants must either record a CSM combining the two parcels or submit a stormwater management plan prepared for both sides of the property. City staff told the commission the submitted engineering report covered both parcels, and that combining them would remove the need for a separate stormwater solution tied to an impervious-surface threshold.

City staff and engineering representatives told commissioners that the site’s parking is heavily used by the nearby chiropractic clinic; the commission heard from Dr. Kevin Blau in the audience and was told the parking lot is often full "even at 8 in the morning." Staff confirmed the engineering report was prepared for both parcels and that a CSM would be one acceptable way to address stormwater compliance.

The motion to approve the site plan as submitted included the contingency that the CSM combining the two parcels be completed. The roll call recorded Feeney, Paul, Egan, Voss, Matt Kreiner and Sulik voting yes; the chair announced the motion carries.

The commission’s approval is limited to the site plan as presented and the stated contingency; staff will confirm either recordation of the CSM or acceptance of a stormwater management plan before final sign-off.
