Finance chief presents modest net increase of 1.3% in city administration budget

Henry Dacquist, Chief Financial Officer for the City of Delray Beach, presented the finance department's budget on May 20, describing a modest overall increase of about 1.3% ($43,000) for the coming fiscal year.
Dacquist said the administration side of finance (budgeting, accounting) is projected to increase approximately 1.5% driven primarily by personnel costs, while operating expenditures are down roughly 2%. On the purchasing side, personnel costs rise by less than 1% and operating expenditures fall by about 1.3%, producing a net decline of roughly 0.5% for that division. Dacquist said the city continues to seek efficiencies via improved systems and procedures.
“Given our environment and especially personnel costs, a total increase of 1 and a half percent seems very reasonable,” Dacquist said, and he noted the department’s efforts to add granularity to the budget process and to improve internal services such as payroll and purchasing.
Commissioners had no substantive questions during the workshop; Dacquist said the figures will be refined as departments finalize line items for the June 10 aggregate budget discussion.
