Council hires Water’s Edge to study water park; $19,500 contract includes public open houses

The Beatrice City Council unanimously approved a $19,500 contract with Water’s Edge Aquatic Design to develop an aquatic master plan and feasibility study intended to guide future water-park improvements.
Staff said the city issued an RFQ in February 2025 and received four responses; the selection committee reviewed proposals and recommended Water’s Edge, which submitted a proposal and has previously worked with Nebraska and regional communities. The study will assess the current water park, hold at least one or more public open houses to solicit input on desired features, and provide recommendations for future improvements.
Council members noted the chosen consultant specializes in aquatic facilities. The contract was presented as a professional services agreement and the committee said the consultant will observe operations while the facility is in service and again after water is drained to inspect features more closely.
Council approved the agreement by voice vote; the resolution authorizing the contract (Resolution No. 7560) passed 8-0 as recorded in the meeting materials. Staff said the consultant is also working with other Nebraska communities, including Columbus, Fairbury and Grand Island.
The study is intended to inform future capital budgeting and any design work for a renovated or replaced aquatic facility.
