Navy Reserve urges faster C‑130 recapitalization as KC‑130 fleet ages

Vice Admiral Nancy LeCorps, Chief of the Navy Reserve, told the House Appropriations Subcommittee on Defense that the reserve C‑130 (KC‑130 Tango) fleet is the Navy’s only intratheater, long‑range airlift for oversized cargo and that its average age and low mission-capable rates constrain operations.

“The KC‑130 fleet is aging and lacks the survivability necessary to operate in a contested environment,” LeCorps said, urging recapitalization to the KC‑130J (Juliet) to regain survivability and serviceability. She told the committee the Tango fleet averages 34 years old and has a mission‑capable rate near 40 percent.

LeCorps said the KC‑130J would provide integrated survivability systems, higher mission-capable rates and substantially greater sortie and refueling capability. She told members the Navy Reserve’s estimates show the Juliet could roughly double sortie rates, extend operational radius and — with aerial and ground refueling — multiply theater refueling capability several times over.

Members asked about annual buy rates and timelines. LeCorps said recapitalization formally began in 2024 but the program is “behind glideslope”; she said a recap schedule of roughly six aircraft per year would be needed in coming years to reach desired fleet numbers by 2030. The Navy Reserve testified that current demand across theaters, particularly INDOPACOM, requires higher capability and availability.

The hearing produced no basing or acquisition decisions. Members and witnesses asked the Navy Reserve to supply additional data on sortie-generation, mission-capable metrics, and timelines for KC‑130J deliveries.
