Council OKs 15-year, 50% tax abatement for John Carroll University segment of Gateway North

University Heights City Council on May 5 authorized the mayor to enter a Community Reinvestment Area (CRA) agreement with John Carroll University that grants a 15-year, 50% tax abatement on two parcels associated with the Gateway North project.
Law Director Brian Bridal briefed council that John Carroll requested the 15-year, 50% abatement for the ground-floor portion of the building intended for retail tenants and an adjacent commercial parking lot. Bridal said the request was developed in consultation with county officials and that the university had met the statutory notice requirements to the school board, which did not respond.
The resolution authorizing the mayor to execute the CRA agreement (resolution 2025-22) passed on a roll-call vote with all council members present voting in favor.
Bridal said the agreement is limited to the parcels described in the resolution and is the formality needed to allow the tax abatement to be applied to the identified Gateway North components.
