Council adopts Zappone amendment clarifying park and library board roles in encampment rules; amendment passes 5-2

The Spokane City Council voted 5-2 to adopt an amendment filed by Council Member Zappone to ordinance 36679 (amendment circulated last Thursday). Council Member Zappone said the corrected version "cleans up some of the recitals and then clarifies language around the role of, the park board and, library regarding the enforcement."
Council Member Jack Hart asked whether multiple circulated versions had changed the number of days for clearing camps; Zappone (the amendment author) said the only change between versions was the number of days referenced and that the corrected circulation restored the intended period. Zappone also said the amendment explicitly treats libraries the same as parkland by recognizing that the park board and the library board have decision-making authority over the use of their respective properties.
The council moved, seconded and adopted the corrected Zappone amendment; the meeting recorded the vote as passing 5 to 2. The briefing did not record a further final ordinance vote on the underlying ordinance at the briefing; the amendment was added under the June 2 agenda items.
