Committee recommends $246,975 contract for Dry Creek/Union Pacific flood-control feasibility study

The Finance Committee recommended City Council approve a professional services agreement with GLM Design Group LLC, not to exceed $246,974.80, to study and design flood-control options at the Dry Creek/Union Pacific Railroad crossing east of town.
A representative from WYSE (presenter listed as West Bay Engineering) explained the project responds to repeated stormwater impoundment at the railroad embankment where an undersized culvert slowly releases flows; failure could affect downtown industrial properties, city streets, the railroad and I-80. The contract covers a feasibility study to evaluate alternatives, a benefit-cost analysis (BCA) for the preferred alternative, and preparation of 30% design plans if the BCA supports moving forward. If the BCA exceeds 1, staff will also prepare a FEMA grant application. Funding sources are FEMA’s Building Resilient Infrastructure and Communities (BRIC) grant and fifth-penny drainage funds.
Committee members asked whether Union Pacific permission had been obtained; staff said coordination with Union Pacific is part of the project and that the railroad had not yet been contacted at the time of presentation. The committee voted to recommend approval of the contract and forward it to City Council.
