Local health department fee increases recommended after cost-based review

The Finance Committee recommended City Council adopt a revised Cheyenne-Laramie County Board of Health fee schedule for environmental health inspections and services after the local health department presented a multi-step cost analysis.
Kathy Emmons, executive director of Cheyenne-Laramie County Public Health, said the department had not raised fees since 2021 and undertook a March 2024–April 2025 review to calculate actual hourly cost of service provision. The department calculated an $85 hourly cost factoring personnel, software, supplies, travel and indirect costs; it then estimated time per inspection and applied a 60% cost-share to private businesses (40% covered by city/county). The change resulted in fee increases in 15 inspection areas ranging from $16 to $95, and modifications to plan-review fees to reflect time spent rather than flat rates. Emmons said the 45-day public-notice period produced no comments and Laramie County commissioners unanimously approved the increases on May 6.
Committee members asked about temporary campground permits (used for events such as Frontier Days) and whether businesses had been engaged; Emmons said notices were published citywide and countywide and that the department expects feedback now that changes are public. The committee recommended the resolution to adopt the fee schedule be forwarded to City Council.
