Committee backs five-year MOU raising city reimbursement for Cheyenne Frontier Days public safety services

The Finance Committee recommended City Council approve a five-year memorandum of understanding with Cheyenne Frontier Days Inc. (CFD) to set terms and increased payment to the city for public safety services during the annual Frontier Days event.
John Brody, city attorney, said the MOU maintains the existing framework but increases the amount paid to the city to cover police department costs. Capt. David Jay of the Cheyenne Police Department said the department spent $117,000 last year just at Frontier Park for staffing and overtime and noted the city budgets a general-fund line item for those costs. Council members asked about the MOU language stating the city shall ensure costs meet or exceed the amount paid by CFD; Brody said the language was added to avoid ambiguity and to ensure the city provides services equivalent to the funds received.
The committee voted to recommend adoption and forwarded the MOU to the City Council with that recommendation.
