Council approves Well 10 repairs change order and $571,023 pay request for West plant reconstruction

Crest Hill’s Public Works Department told the City Council on Monday that it needs approval of a change order for repairs to Well 10 and payment of a large construction pay request for the West plant reconstruction.
Public Works Director Julius Hansen said Well 10 suffered collateral damage from lightning and required expedited repair. The total repair cost was $88,951.90; Hansen said the city will pursue insurance coverage but is responsible for a deductible he believes is $50,000. The council had previously approved up to $80,000 for this emergency; Hansen said the final invoice exceeded that estimate by $8,951.90 and staff sought approval for the full $88,951.90 change order. The motion to approve the change order passed on roll call.
Hansen also presented Pay Application No. 28 to Visserink Construction Inc. for the West plant reconstruction in the amount of $571,023.23 and asked the council to send the request to the Illinois Environmental Protection Agency (IEPA) for approval and disbursement. Council members moved, seconded and voted to approve forwarding the pay application to IEPA. Staff said the West plant project is proceeding under IEPA loan/approval processes and this pay application follows standard procedures for reimbursement and disbursement.
Councilmembers asked a small set of follow‑up questions and thanked Public Works staff for keeping projects on schedule. Hansen noted housekeeping items for upcoming work‑session agenda items (bee boxes, mowing and grounds maintenance) and suggested some initiatives be taken up by the new public‑works director when hired.
