City presents $48 million general‑government capital plan as council presses for riverfront ROI and project details

City staff presented an overview of the proposed capital program on May 20 as members of the Chattanooga City Council questioned priorities and asked for additional data on several large projects.

Kevin (chief of staff) and other administration staff said the primary focus for the meeting was the general‑government capital budget, a $48,000,000 top line distinct from enterprise capital for solid waste, stormwater and wastewater. Kevin said staff filtered requests by asking, “Do we have to do this in Fiscal Year 26?” and whether funding could be phased or deferred. He told council that in “many of the cases, there wasn't any wiggle room, and so we are funding some of these projects at their full requested levels.”

Council members pressed staff for more analysis on the riverfront projects, which council members described as a multi‑phase effort led by River City Company and supported with private, county and state funds.
