County staff warn of potential loss of historical jail booking data during eForce transition

Freestone County staff reported concerns about historical jail booking data and records retention in the transition from the legacy NetData system to the eForce records platform.
Staff and the district attorney’s office said the historical jail booking data contains booking identifiers, sentence information, and other case-level data needed for judgments and case processing. The county’s IT and records staff said NetData had hosted archived data but indicated NetData was “not really interested” in continuing long-term hosting.
County staff said an extraction and conversion would be required to bring the legacy data into eForce. Staff estimated extraction costs at about $7,500 and additional conversion/indexing costs potentially in the tens of thousands of dollars; one in-house estimate to convert and add indexing was described around $30,000. Staff cautioned that if the county imports records as PDFs without fielded indexing, users (for example, the district attorney’s office) would lose the ability to query legacy bookings by case number and other discrete fields.
Staff recommended preserving NetData-hosted access at least through the coming year while the county explores conversion, indexing options and alternatives to avoid data fragmentation. Court members asked staff to continue research and keep stakeholders informed; no final procurement or conversion decision was made at the meeting.
