The Cheyenne Public Services Committee on May 19 recommended approval of an outside‑user agreement to provide sanitary sewer service to Sutherland’s Fun Family Fitness LLC for land at 2611 and 2607 Whitney Road.
Seth Lloyd of the Planning and Development Department told the committee the property sits in a floodway where septic systems are not permitted and that the city’s sanitary sewer runs through the parcel, so sewer service is relatively readily available. Lloyd said water service is not as readily available at the site and that significant development would require extending water for fire suppression, which complicates annexation and full city service.
Owner David Sutherland told the committee his engineer and county tests show the existing well’s water quality and gallons‑per‑minute are adequate for the proposed use (restrooms and limited landscaping), and he said the cost to bring municipal water from Pershing Road would be roughly $1.5 million — a figure he said makes annexation and full city water infeasible for a small business startup.
Committee members noted the site’s well and the need to connect to city water for fire suppression if larger development occurs; staff said new buildings could trigger fire department requirements for suppression systems. The committee voted to recommend the sanitary sewer outside‑user agreement to City Council by voice vote; staff will forward the agreement and committee recommendation to the governing body.
