Draft nuisance-flood plan identifies 4–5 priority project areas for next five years, county staff says

A county staff member identified as Miss Connor told the Hazard Mitigation Planning Board on May 21 that Smith Planning and Design has produced a draft nuisance-flood plan and that the county is finalizing a short list of four or five project areas that the county could mitigate within the next five years.
Connor said the plan update reflects grant conditions tied to federal and state funders. She reported that, during the grant process, representatives of the National Oceanic and Atmospheric Administration (NOAA) and the Department of Natural Resources (DNR) made clear they want ‘‘4 or 5 identifiable areas that we could objectively mitigate in the next 5 years,’’ language Connor repeated in describing the revision. The nuisance-flood areas in the county otherwise remain largely the same as in the prior plan, Connor said.
Connor said staff worked with emergency services and the highways division on the draft earlier this year and expect to complete a final draft in June. The plan will be submitted to the Hazard Mitigation Planning Board for approval, likely at the board's August meeting, Connor said.
Why it matters: the nuisance-flood plan identifies targeted mitigation projects and is tied to grant requirements that prioritize short-term, achievable interventions. Board members did not vote on the plan at the May 21 meeting; Connor sought comment and flagged the timing for finalization and submission in the coming months.
