The Enid City Commission adopted the fiscal year 2025–26 city budget on May 20, approving appropriations for the city and the Vance Development Authority and authorizing routine transfers under the Municipal Budget Act and investment actions under Oklahoma law.
A staff presentation noted the budget draft was delivered April 28 and that the budget can be amended at later meetings if funding is available. City staff said the overall budget is essentially balanced; two funds — police and sanitary sewer — show small shortfalls but have fund balances to cover them. The capital improvement program was presented at approximately $10 million to $11 million for the year.
“It's essentially balanced,” a city staff member presenting the budget said. The resolution adopting and appropriating the budget also authorizes the city manager or designee to make transfers and the chief financial officer to invest city funds consistent with Oklahoma Statutes, Title 62, Section 348.1. Commissioners approved the resolution on a 6–0 vote.
Officials said the budget includes targeted improvements in areas discussed earlier this year, including enhancements to police operations and animal welfare services.
