Committee to finish Title 17 recodification; staff aim to present bill during interim

Committee staff reported progress on a technical recodification of Title 17 of the Utah Code and said they hope to present a committee bill before the end of the interim; the work is meant to reorganize and clarify county statutes without substantive policy change.
Ruth Ann Frost, one of the attorneys staffing the Vision Interim Committee, told members May 21 the Title 17 recodification is underway and staff aim to complete the project this summer and present a committee bill during the interim.
Frost said recodification is intended “to reorganize statutes to make them clearer, ideally more usable to the public, more understandable to legislators.” She emphasized recodifications generally do not include substantive policy changes, though some clarifications may be necessary when statutes are antiquated. Frost said the goal is to have a draft the committee can approve in time to pass during the first week of session with an immediate effective date so subsequent bills can amend the cleaned-up version.
Representative Dunnigan noted the county title contains very old provisions and said, “this title that she's working on was adopted right when Brigham Young came into the valley,” underscoring the need for modernization. Frost and others explained the recodification effort will focus on technical reorganization and language updates; if the committee approves a draft, staff plan a committee bill in the interim, with the intent to streamline future amendments and reduce last-minute coordination when session begins.
No substantive policy votes were taken at the meeting on the recodification itself; the committee received the update and staff will return with draft language later in the interim.
