Committee gives consensus to pursue engineering for potential Randall Road right-out at Carpentersville site

Kane County staff asked the Transportation Committee for consensus to study a proposed right-out at an existing write-in access location on Randall Road north of Miller Road after the village of Carpentersville and property owners requested the change.
Staff said a write-in was approved decades ago and the current intergovernmental agreement allows a write-in only. The proposed write-out met the county's adopted spacing requirements, staff said, and the county could begin engineering and negotiate an amendment to the intergovernmental agreement if the committee gave consensus to proceed.
"For staff to move forward and discuss the write out aspects... we're able to then start working on it if we get consensus from the committee," staff said. Committee members asked about safety spacing and compliance with county-adopted parameters and whether IDOT/KDOT spacing guidance applied; staff said the proposal met the county's adopted parameters.
Members discussed design elements including a median and a 300-foot barrier median within the striped area to prevent improper turns. Staff noted that improvements to the western end of the corridor would be the village's responsibility. Several committee members indicated no objection, and staff said they would return with formal engineering work and a resolution for county-board approval if the concept progressed.
Next steps: staff will proceed with engineering and intergovernmental-agreement amendment discussions and return to the committee with a formal resolution for county-board action if warranted.
