Committee approves $90,901 amendment for Galligan Road preliminary engineering after IDOT requests

Kane County Transportation Committee members approved an amendment to phase 1 engineering services with Baxter & Woodman for the Galligan Road project between Freeman Road and Binney Road after staff said IDOT required additional studies.
Jennifer (staff member) explained the original QBS-selected consultant had completed preliminary design work but that IDOT requested extra crash analysis, intersection alternatives and drainage analysis during preliminary design. "This amendment provides necessary funds for the additional phase 1 engineering services required by IDOT," she said, and staff recommended adding $90,901 to the existing agreement and extending the termination date to April 30, 2026.
Committee members asked whether the consultant bore liability for the extra work; staff said the scope had been flexible but the additional work exceeded the original scope, which is why the amendment request was needed. Members also asked why IDOT had approval authority; staff explained the project will seek federal construction funds and must process through IDOT, which reviews preliminary design before the county can advance to phase 2.
The committee voted to approve the engineering amendment and term extension. Staff said the county will continue to refine the design and seek construction-phase funding following required approvals.
Next steps: staff will execute the amendment with Baxter & Woodman, complete the additional analyses requested by IDOT, and pursue federal funding for construction if appropriate.
