Vision interim committee approves seven study items, adds review of "counties of the first class"

The Utah Legislature's Vision Interim Committee voted unanimously May 21 to adopt its interim study list, including a new item to study the role and duties of "counties of the first class" as urban growth changes county responsibilities.
Senator Don Ipsen, co-chair of the Vision Interim Committee, presided over a meeting May 21 in which the panel voted unanimously to adopt its interim study items list and to add a new study item on counties of the first class.
The addition was proposed by Representative Tischer, who told the committee the study should examine “what is the role of a county that becomes wall-to-wall cities,” and consider efficiency, county responsibilities and potential triggers for restructuring. Nathan Brady, policy analyst with the Office of Legislative Research and General Counsel, explained the committee is required by rule to review the list at its first interim meeting and may add or remove items by majority vote.
The study packet the committee approved includes a planned recodification of Title 17 (county code), a review of fiscal procedures for political subdivisions (an unofficially titled uniform fiscal act for towns, cities and counties), municipal annexation and incorporation (related to Senate Bill 322), zoning policies for housing, the statewide housing plan, county classification, and county form of government. Brady said the statewide housing plan report (required by House Bill 37) and other statutorily required annual reports will be provided to the committee later this year, noting specific new reports from the 2025 session: the outdoor recreation mitigation grant report (House Bill 456), the statewide housing plan (House Bill 37) and a summary of county transient room tax expenditures (Senate Bill 261).
Representative Tischer moved to add the counties-of-the-first-class item; the motion passed unanimously. Senator Cal Musselman then moved to approve the full study list as amended; that motion also passed unanimously. The committee will review the listed study items during the interim and may request report authors or stakeholders to appear at subsequent meetings.
The vote to adopt the list and the addition of the counties-of-the-first-class item were taken by voice; members recorded “aye” and the chair announced each motion passed unanimously. The committee staff indicated members will receive posted materials and staff will report at subsequent meetings whether statutorily required reports have been received and comply with statutory requirements.
