Committee authorizes conditional acceptance of $150,000 recovery-oriented system-of-care grant contract

The Kane County Public Health Committee on May 21 approved a resolution allowing staff to review and accept a potential state fiscal year 2026 Recovery Oriented System of Care (ROSC) grant from the Illinois Department of Human Services if the award is made.
"This is a $150,000 grant that we have applied for. We have not received an award notification," Michael Isaacson said, explaining the request is intended to avoid delays if the state moves quickly to execute a contract. He described ROSC funding as a complement to existing opioid recovery work: "Having people with lived experience who can work together to help people, support them, help navigate, help them navigate to get into care, to get into treatment."
Committee members approved the request to allow the state's attorney to review any contract and to permit staff to accept the award and make the required budget adjustments if and when the grant is awarded. The department said it will return to the committee/board with the required budget amendment if the award is received.
During the discussion, some members asked clarifying questions about how the funding would be used and whether it supplements existing peer-embedding efforts. Staff answered that the grant would expand peer-based recovery supports and complement the county's opioid task force.
