Vice Chair LaFleur (Vice Chair Wafford) introduced House Bill 228 to permit online purchase of certain Louisiana Lottery tickets. LaFleur and Lottery Corporation officials said the change is intended to modernize the lottery and provide new recurring revenue to K'12 education; the vice chair voluntarily deferred the bill to allow a study and further stakeholder work.
"HB 228 represents an opportunity for us to modernize Louisiana's lottery operations and, most importantly, provide much needed additional funding to K through 12 schools across the state," Vice Chair Wafford said, explaining the committee would pursue a study resolution and stakeholder discussions rather than take the bill up immediately.
Amy Burgett, senior vice president for digital solutions at Scientific Games (the lottery's current contractor), described how iLottery platforms can mirror retail products, enable responsible-gaming tools and allow retailers to participate through voucher mechanisms that preserve retail commissions.
The committee placed stakeholder cards from the Louisiana Lottery Corporation, retailers and industry vendors in the record and agreed to a voluntary deferral and a study resolution to gather fiscal and implementation details before returning to the measure.
