The Longmont City Council unanimously adopted Ordinance 2025-30, a supplemental appropriations bill that carries over previously appropriated but unspent dollars into the 2025 fiscal year and authorizes select new appropriations.
City finance staff told council the largest category in the ordinance is carryover of prior-year appropriations, including capital improvement program projects and bond-funded work that extend across fiscal years. Chief Financial Officer Teresa Malloy and budget staff explained the city's charter requires most fund appropriations to lapse at year-end, so council must reappropriate unspent balances to allow multi‑year contracts and capital projects to proceed.
Councilors asked for context on the American Rescue Plan Act (ARPA) entries; staff explained the city earned interest on ARPA allocations placed in city accounts and that interest may be used for ARPA-eligible activities under federal guidance. Council members discussed whether the charter provision that causes regular carryovers remains the best approach and asked staff to explore alternatives for future budget cycles.
The ordinance was moved and approved without public comment; councilors said staff should present options for streamlining capital budgeting and carryover mechanics if council wants to consider a charter change.
