County receives updates on courthouse renovations, annex piping and law enforcement center roof concerns

Commissioners said they received a final punch list for the courthouse and annex projects and that crews are addressing outstanding items. During inspection, county staff discovered the driveway approach has a thin concrete section — about 3 inches thick — with no reinforcing steel. Commissioners said that condition likely requires contingency funds to rebuild the approach properly; one commissioner said leaving the approach in its current condition would undercut recent parking-lot work.
At the annex, staff reported removal of some floor sections to replace piping beneath a first-floor hallway. Workers temporarily closed restrooms in the annex for the scope of the work; staff said the piping replacements will use PVC for more durable future repairs and that the most disruptive work should be complete quickly.
On the law enforcement center roof, staff described recurring membrane “divots” and separation around fasteners. They reported that the fasteners in place appear to be hollow and do not match the disc-style fasteners specified in the project’s specs, which may be an installation issue rather than a product failure. County staff said they contacted Carlisle, the membrane manufacturer, to request an inspection and asked the manufacturer to send a representative rather than route the issue only through the installing contractor. Commissioners discussed the potential difficulty of replacing a roof on an occupied jail and the possibility of phased repairs if replacement becomes necessary.
No formal actions were taken; commissioners directed staff to continue punch-list work, evaluate contingency funding for the driveway approach, proceed with annex piping replacement, and pursue manufacturer-level inspection of the roof installation under warranty.
