Wichita County closes out Burkburnett Annex project, court to consider new procurement options

The Wichita County Commissioners Court voted unanimously May 20 to close out project number 24923, the Burkburnett Annex construction project originally created by court order 24.1210.763.
The closeout motion instructs county staff to stop work under the current Harper Perkins engagement and to settle any outstanding invoices tied to that project. Commissioners said the vote will allow the court to explore other construction methods and procurement approaches — including issuing requests for qualifications (RFQs) for architect services, contractor bids, or a design–build process — and that the court will set the next procurement type by subsequent action.
County discussion noted that geotechnical surveys had been ordered for the project; one was completed and the status of a second was unclear in the meeting record. Commissioners characterized the project as approved late in 2024 and said closing it now would permit reconsideration of scope and delivery method.
The motion to close out project number 24923 was made and seconded during the session and carried 5-0. No new contract awards, RFQs, or timelines were adopted at the meeting; the court must later decide whether to seek architects, general contractors, or a design–build vendor for the Annex work.
