Planning Department staff told the Leonardtown Planning Commission that the town must update Chapter 78 (floodplain regulations) to remain eligible for the National Flood Insurance Program (NFIP) following a new flood insurance study and revised flood maps.
“The town is required to update chapter 78 flood plain regulations because a flood insurance study report has been completed and additional requirements must be met under section 1361 of the National Flood Insurance Act of 1968 as amended,” Planning Department staff said. Staff noted that the regulatory standards in 44 CFR part 60.3(d) of the NFIP must be enacted and legally enforced.
Why it matters: Adoption of the updated flood insurance study (FIS) and the revised Flood Insurance Rate Map (FIRM) is a prerequisite for the town to remain eligible for the NFIP. Planning staff provided a draft of ordinance 229, submitted to town council May 12, 2025, and summarized seven required changes to Chapter 78. The planning department described the presentation as informational and said it was bringing the commission up to speed rather than seeking recommendations at this meeting.
Planning staff said redlined changes and a summary of the edits appear in the staff report. The commission did not take formal action on the ordinance during this meeting; staff invited questions and offered to answer specific technical items.
