Park board member asks council to restore specific park agenda items, clarify Fund 15 reporting

Sarah Nimbu, a Haslet Park Board member, told the council during public comments on May 19 that the board’s agenda language and financial reporting have been changed in ways that limit the board’s ability to advise the council on parks and recreation matters.
Nimbu said she has served on the park board since February 2018 and described a history of agenda line items naming specific park facilities — Nance Field, Firehouse Field, Gamble Park, Community Park and Memorial Garden — which she said were removed from the board’s agenda language in April 2024 and replaced with a generic “updates at city parks” title. She asked the council to consider putting the specific facility line items back on the park board agenda so the board can “advise you” rather than act only as an events or party‑planning group.
Nimbu also raised concerns about Fund 15 on the park board’s financial statements. She said the board routinely saw Fund 15 on their financial report but did not know how the fund’s expenditures were being used, and requested that Fund 15 be moved out of the park board’s approval section and into a different reporting area. She cited specific line items from January–April 2025 totaling about $102,000 that the board sought reporting on, and identified $39,000 to a “Grama Fall zone” and $10,000 to community park projects; she said those expenses were associated with Bell Chip and Associates and Hazel Peoples regarding drainage work and that the board declined to approve the statements without further explanation.
Nimbu said she contacted city legal counsel and the mayor in spring 2024 about the agenda changes and requested the council’s assistance in restoring the specific park agenda items and clarifying Fund 15 reporting. The mayor and council did not take formal action during the meeting; Nimbu framed the comments as a request for the council’s consideration at a future agenda, and staff said council members can request agenda items be placed on the park board docket.
