County approves resolutions to pursue pre-disaster mitigation and hazardous-materials planning grants

Andrew, representing the county's emergency management effort, asked the board to adopt Resolution 2025-26 to appoint an authorized grant application agent for the PDM rewrite; the motion was approved. He said the PDM work is a multi-jurisdiction plan done in coordination with First District that allows local communities to identify hazards and apply for mitigation funding.
Andrew also requested approval to apply during a recently opened HMEP window for up to $7,500 to rewrite the hazmat plan; commissioners approved the application. He explained the county's hazmat plan is due for update — the last plan referenced in the meeting was completed in November 2021 — and that the HMEP grant can fund a rewrite and a commodity flow study the county intends to commission.
Motions to authorize the chair to sign the PDM application forms and to submit the HMEP application were approved with standard seconding and voice votes. No local matching funds or contract awards were finalized at the May 20 meeting; staff will return with application details as required by the grants.
